IPOB; South East governors Used the lives of the subject to play politics



THE Indigenous People of Biafra (IPOB) has accused the governors of South-East, South-South and the politicians in the geopolitical zones of complicity over the attacks and killings of innocent people by Fulani herdsmen.
The group said the governors and the politicians in the zones used the lives of their subjects to play politics and refused to act even when they got the information of the attack on time.
In a statement by the Media and Public­ity Secretary of IPOB, Mr. Emma Pow­erful said, “if not so, why would they not summon an emergency meeting to deliberate the impending dangers? They didn’t do that because they were used by their counterparts in the north against their people.
“Now, the Hausa/Fulani Boko Haram terrorist group are killing, raping our women and girls, destroying our farmland and kidnapping our people with impunity on daily basis while disguising as Fulani herdsmen and cattle rearers, nobody is saying anything because we are Biafrans. The DSS will never come up with their concocted intelligence report again. So, let the world hear it now.
“We are totally disappointed in the gov­ernors and politicians of this land for not knowing the meaning of chief security of­ficer of the state and their limit. The gov­ernor of Enugu State, Ifeanyi Ugwuanyi gave Awgu community eight million naira (N8m) when they were attacked by the Hausa/Fulani Boko Haram terror­ist group. They were remanded by their brothers in the army and police custody in Umuahia prison. Now it is the killing of the Uzo Uwani people, you declared two days fasting and prayers and dished out another five million naira (N5m) for your dead brothers in Uzo Uwani of Enugu State. Now it is in Umuchigbo Abakpa Nike, you are going to declare one week fasting and prayers and dish out another N10million to them for the burial. What a shame, Ugwuanyi?” He lamented.

Edo Guber: Gunmen attack deputy gov in Oshiomhole’s senatorial district

INDICATIONS that the contest for the All Progressives Congress (APC) governorship ticket for the Edo State gubernatorial election fixed for September 10 would be a ‘battle’ emerged yesterday when thugs allegedly mobilished to attack the state deputy governor, Dr. Pius odubu and his entourage at Auchi, headquarters of Etsako West Local  Government.

Services and three civilians were said to have been injured during the attack.
Sunday Sun learnt yesterday that the deputy governor who last Wednesday declared his intention to contest for the governorship ticket of the APC had earlier been denied access to the party secretariat at Fugar, headquarters of Etsako Central Local Government Area on the instruction of a Deputy Director of Protocol at the Government House.
He was scheduled to meet with party delegates from the area but met the gates of the secretariat under lock and key, a situation that was said to have angered some delegates who forced the gate open to enable the deputy governor meet with them outside the secretariat.
Odubu was said to have let Fugar for Auchi and was meeting with delegates when thugs were said to have suddenly appeared firing gunshots and destroying canopies.
“We ran for our dear lives. They injured a policeman, a DSS operative and three civilians and destroyed canopies. One of the thugs told us they were paid N1 million to carry out the attack,” a source told Sunday Sun yesterday.

Boko Haram Suffers Heavy Blow On Logistics By 22 Brigade

On Friday 29th April 2016, troops of 7 Division Strike Group Team B attached to 22 Brigade, again embarked on aggressive mobile fighting patrol in support of the ongoing offensive operations in Sambisa forest. This is in its bid to finally bring the terrorists’ insurgency to an end. In the process, the gallant troops have once again dealt heavy operational blow on the Boko Haram terrorists logistic cells.
The troops invaded Yerwa and Kaluketu, where the Boko Haram terrorists kept rustled cows. The troops also attacked and cleared an enclave which they called “Abuja town” named after Nigeria’s capital city reflecting its significance and bustling life, as well as serving as their Logistics exchange point in the North East.

During the operation the troops killed 4 Boko Haram terrorists and recovered 2 AK-47 rifles with registration numbers 58010938 and 58008270 respectively. The troops also recovered 29 rounds of 7.62mm (Special) ammunition, 1 Dane gun, 1 Bow and Arrow, 2 Laptop computers and 6 mobile telephone handsets. Others include a big truck and 5 motor cycles.

Troops Discovers Boko Haram Terrorists Dumping Pits

Troops have intensified efforts to clear the remnants of Boko Haram terrorists in various parts of the north east through various military operations on daily basis.

It is in line with this that troops of 7 Division Strike Group Team B attached to 22 Brigade embarked on combination of foot and mobile fighting patrols on daily basis to deny the Boko Haram terrorists freedom of action in their area of operations.
Yesterday Thursday, 28th April 2016, they embarked on such efforts in the general area of Bogoro, Duguno 1, Duguno 2 and 3. However, on reaching Mbaraka, they encountered some elements of the Boko Haram terrorists who engaged the patrol team in a gun battle.
The troops rose to the occasion and successfully cleared the terrorists and proceeded to Jadda village which was suspected to be strong hold of the Boko Haram terrorists. As rightly believed, a large number of them were discovered to have the terrorists group’s flags hoisted in their domains.

The troops engaged the Boko Haram terrorists and killed 4 of them. The patrol team also made another startling discovery, a big pit where the Boko Haram terrorists used for dumping bodies of hapless victims of their nefarious activities to decompose.
It was also discovered that the terrorists held lots of people as hostage in Jadda. The fighting patrol team also succeeded in freeing those held hostage and recovered an AK-47 rifle with registration number OF-4814, 30 rounds of 7.62mm (Special) ammunition, 12 rounds of 7.62mm (NATO) ammunition, 14 Dane Guns, 1 motorcycle, 2 Solar panels and food storage facility. Other items include 120 litres of AGO and packs of Panadol.
Sadly, one of our soldiers suffered gunshot wound and was evacuated for further medical treatment. We are glad to state that he is in stable condition and responding to treatment.

Hire A Foreign Coach For Super Eagles Now – Referees Association President

The President said this in an interview with the News Agency of Nigeria (NAN) in Ilorin.
He said that hiring a foreign coach was the only way for the NFF “since indigenous coaches cannot separate coaching from business”.
Azeez said that indigenous coaches usually had their biases for some players, making such players to feature in tournaments, not minding the implication for the team.
“If the board believes they can get a foreigner that will work very well and they know that they have a way of paying the salaries without affecting them, I support the agitation for a foreign coach.” He said.
He described home based coaches as businessmen, who have interest in one player or the other to make money and t force such players on Nigerians.
The Super Eagles have been without a substantive coach since the sudden resignation of Sunday Oliseh.
On April 20, the NFF named a Technical Director, Shaibu Amodu, and Salisu Yusuf to take charge of the Super Eagles on interim basis.
The duo are expected to lead the Eagles to two international friendly matches against Mali and Luxembourg’s national teams on May 27 and June 1, respectively.
Yusuf is to take charge of the team, while Amodu is to supervise.
To assist the duo are the coach of Rangers International FC of Enugu, Imama Amapakabo, and Kennedy Boboye, the coach of Abia Warriors FC of Umuahia. Aloy Agu remains the goalkeeper trainer.

7 dead, 121 rescued after a residential building collapsed in Nairobi due to heavy rain pour

At least seven people have been confirmed dead and 121 rescued so far after a residential building collapsed in Haruma, Kenyan capital Nairobi, late Friday night following a heavy downpour.

Rescuers including Kenyan Red Cross search and rescue team is leading efforts to find people feared trapped and possibly killed.


The Red Cross said they managed to pull three children and an adult from the remains of the six-story building, adding that 150 building units and adjacent homes were affected.

Live TV footage showed the National Youth Service and firefighters removing stones and a crowd cheering as a child was removed from the rubble.

Nairobi's Police Chief, Japheth Koome who confirmed the death toll said hours-long traffic jams caused by flooded roads delayed.

AP reports that man who said he lived in the house adjacent to the one that collapsed , said the building was constructed "shoddily" The building had been constructed in less than five months and the 126 single rooms were quickly occupied at a rent of $35 a month.

Area legislator Stephen Kariuki said this was the second building to collapse in a year. He blamed the county government of failing to follow through with demolitions of buildings that were identified as unfit for human occupation.

Meanwhile, President Uhuru Kenyatta just arrived at the scene of the incident.

APC chieftains at war with Buhari over board appointments


Chieftains and members of the All Progressives Congress (APC) are upbeat about the reluctance of President Muhammadu Buhari to make appointments into federal parastatals as well as Government Ministries, Department and Agencies (MDAs).
Few days to the first anniversary of the administration, the APC bigwigs are displeased that Buhari is yet to overhaul the parastatals and compensate loyal party members with appointments.
The situation, according to those who spoke with Ripples Nigeria under condition of anonymity, is affecting morale among party members.
They claimed many of their supporters are restive they have not been compensated for the emergence of the current administration.
Buhari, on February 15, sacked 26 Directors-General of federal agencies and parastatals. Those affected include: Nigerian Television Authority (NTA); Federal Radio Corporation of Nigeria (FRCN); News Agency of Nigeria (NAN); National Broadcasting Commission (NBC); Petroleum Technology Development Fund (PTDF); Nigeria Social Insurance Trust Fund (NSITF).
Others were: Nigerian Content Development and Monitoring Board(NCDMB); Federal Mortgage Bank of Nigeria(FMBN); Tertiary Education Trust Fund(TETFund); Petroleum Equalisation Fund(PET); Nigeria Railway Corporation(NRC); Bureau of Public Procurements(BPP) and others.
Over two months after, the hope of APC stalwarts that more heads of parastatals will go has been dashed.
The vacant posts have not been filled either, with the sacked DGs asked to hand over to the highest senior officials in their agencies.
The failure to replace sacked heads and reluctance to relieve more agencies of their leadership, which are handovers of the previous PDP government, are tearing party members apart.
Many of them said they have become agitated by the failure of Buhari to bring fresh hands on board.
One of them, a prominent party executive in the South West, confided: “We are just few days away from the first anniversary and we are still waiting, unsure of what lies before us.

“Many who worked for the success of the party at the state and federal levels have not been compensated or accommodated.
“There are still too many PDP members in places of authorities. One wonders if Buhari realises that APC members are angry with him.”
Another said: “Many of us spent resources and braved the odds to make sure this new administration came on board. But we have not received anything.
“In all democracies, you don’t support a ruling government during elections without getting anything in return. But it appears Buhari is only contented with himself in power. He seems not to care if others who worked for him and the party are taken care of.”
Another, a female from the North, said: “Not having our party members in offices is why this government is suffering. There are too many saboteurs in the system.
“The longer the President keeps them on board, the more damages they will cause him and the nation. The President needs to appease his party members first to win over the nation.”
Investigations revealed that Buhari is taking time to edge out the remaining Directors-General because of the current economic crunch.
A source in the presidency said: “The President is aware that bringing new persons on board will mean incurring higher costs such as accommodation allowance and utility bills. Once the economy rebounds, he will do the needful.”
It was also gathered that Buhari is wary of the wrangling among APC stalwarts over the spoils of office.
The President, it was learnt, is working out modalities on how to minimise the resultant scrambling for posts among party elders.
It was learnt that the President has secretly begun the process of considering who to put in the over 6,000 pending federal appointments.

NGO moves to alleviate poverty in FCT

An International Non-Governmental Organisation, (NGO) NALT Club International, has planned to alleviate poverty, promote social justice, cultural values, peace and unity among Nigerians especially in the Federal Capital Territory (FCT), as part of activities marking its yearly international convention.
In a statement in Abuja by NALT National President and Secretary, Dr. Felix Nweke and Cassidy Madueke, they described the incoming convention as a very important event in the life and history of the association.
The association is made up of professionals, academia and outstanding business men and women, drawn across the globe with aim of promoting social justice for all irrespective of race, nationality, status and religious affiliation as well as promotion of cultural values, peace and unity among racial diversity.
According to them: “we will also embark on health/fitness road work along Karu road, do visitation and donation of food items, and money to Karu orphanage home, carry out free Medicare on people as part of activities during the convention.
The convention, tagged: “Harris International Convention” will focus on the need to promote social justice, cultural values, peace and unity among Nigerians and black race generally as well as the need to lend a hand to the less privileged in the society.
The association seeks to reposition itsself and do the needful for the betterment of it’s members and the society in general and therefore, called their members, registered participants/delegates and invited guests across the globe to endeavour to participate meaningfully in the convention and use the opportunity to interact among themselves and chart a common course in line with global realities”.

I have no plan to stifle press freedom – Buhari

President Mohammadu Buhari, yesterday, condemned attacks on media practitioners in Africa and stated that his administration is not and will never be a threat to Nigerian media. The President made this known in his keynote address at the opening of the Congress of the Federation of African Journalists in Abuja. President Buhari who was represented at the occasion by the minister of information, Alh. Lai Mohammed, said that the present administration believes that the reason for the existence of any government is the security and welfare of its citizens, whether or not they are journalists and therefore committed to ensuring the safety of all citizens. ‘‘I can report to this Congress that not a single journalist is being detained or harassed in our country today. The government of the day is not a threat to the media, and it is not about to stifle press freedom or deny anyone his or her constitutionally guaranteed rights. In his words, President Buhari further explained that ‘‘Nigeria views the International Declaration for the Protection of Journalists as a positive step, and strongly condemns attacks targeting journalists in the course of their duties. ‘‘This administration sees the media as a partner in progress, and has never even contemplated harassing, not to mention killing, any journalist. ‘‘The media represents the eyes and ears of the world. Any attempt to silence it through the harassment, arrests, detention and murder of journalists, is akin to making the world go blind and deaf,’’ he added. On what the administration is doing to ensure security, he said that ‘‘This administration takes the safety and security of its citizens very seriously. That is why it has succeeded in defeating the Boko Haram insurgency that has left over 20,000 people dead and displaced about 2 million others since 2009. ‘‘Our military is currently involved in mop-up operations against the insurgency, which has now resorted to cowardly attacks against vulnerable targets. Of course, no government in the world is safe from such attacks, as we can see in the recent attacks in France, Belgium and Cote d’Ivoire. The government is also seriously addressing other security challenges facing the nation,’’ he said. He charged the Federation of African Journalists to work with the governments of troubled countries to remove the existential threats to media practitioners, adding that the Federation can also work with other organisations committed to the protection of journalists, including the Committee to Protect Journalists, the International Federation of Journalists and the International Press Institute, to eliminate or reduce the risks to journalists. He also said that it was equally important for media institutions to ensure the adoption of best safety protocols for their journalists. ‘‘They must develop and implement procedures and tools aimed at ensuring the physical and psychological safety, as well as the digital security of journalists, in line with the International Declaration for the Protection of Journalists which I mentioned earlier. Earlier in his welcome address, the President of the Nigerian union of journalists, Abdulwaheed Odusile urged federal government to be thorough and to show cognizance to the rule of law in the fight against corruption. He also lamented what he termed arbitrary tax regime against the operators of the media industry and appealed to federal government to offer some level of subsidy on newsprint, ink, plates and other relevant items in media operation, stating that such step would bring some relief to the media operators. On his part, the former FAJ and NUJ President, Mallam Garba Mohammed, bemoaned the lingering poor remuneration of media workers, especially Nigeria and also the delay in payment of media owners and urged relevant authorities to address the issues in a more and matured manner. Mohammed, who also blamed the delay in payment of media workers on the present economic hardship, solicited for more understanding of journalists for the challenges also being faced by the media owners.

Beware of APC as a party, Onuesoke urges Nigerians

Delta State Peoples Democratic Party (PDP) chieftain, Chief Sunny Onuesoke has advised Nigerians to beware of the intrigues of the All Progressives Congress (APC) as a political party. The advice was given yesterday in Abuja. Onuesoke said when the APC came into power, Nigerians were rejoicing, hoping for change to better their lives, adding that however, the present situation in the country has shown that the party’s change mantra was deceptive. Onuesoke added that during the campaign in the last elections, APC lured Nigerians with its change mantra, which involved turning around the economic and socio-political lives of the people, and which the party was yet to achieve. He stated that as soon as the party found itself in power at the national level, it denied all the lofty promises made to the unsuspecting masses who voted for the party. Describing the APC as a party with devious objectives, Onuesoke maintained that ever since the party found itself in power, things have never been the same for the masses as Nigerians have been living from hand to mouth.

Ten Months After Bailout, Govs Go Begging Buhari Again For Money -


Ten months after Federal Government offered various sums in billions of naira to assist some states that were defaulting in payment of their workers salaries, the governors have gone back begging to be offered another support funds. Apparently worried that most states are still unable to meet their monthly salary obligation to workers, members of the Nigerian Governors Forum rose from a meeting Wednesday night in Abuja with the decision to approach the Federal Government to look for a short term solutions to this quagmire. This is even as the Independent Corrupt Practices Commission (ICPC) few days earlier released a report in which it accused most of the governors of states that benefited from the bailout funds released by the Federal Government in 2015 of having diverted the money to other purposes than payment of outstanding salaries of workers for which they had secured the funds. Even the Federal Government on Thursday confirmed that about 24 out of the 36 states of the federation still owed workers salaries, despite previous bail-out funds extended to them. President Muhammadu Buhari said the development was worrisome and called for out of the box solutions by the affected governors. This emerged after the governors met with the president on the dire strait of their financial status, and more particularly their predicament to meeting payment of the workers salaries. But the State governors under the auspices of Nigerian Governors Forum accused the Federal Government of bias in the revenue sharing formula of resources that acrues to the federation account. This, the governors said, must be subjected to a review by the government to assist the debtor states meet their salary obligations. The governors particularly want the Federal Government to reconsider its loan restructuring programme by offering at least another 18 months moratorium, to serve as a bail-out system, before they can map out repayment plans. The affected state governors hinged their inability to save and pay workers at the end of each month on the situation where they share only 26 percent of the national revenue while federal retains 52 percent. Chairman of the Governors Forum, Abdulaziz Yari told State House reporters, shortly after they met with the President that they would also like a situation where Federal Government would pay them funds used in the maintenance of federal roads and other expenses incurred on its behalf. Such measures they insisted would also boost their revenue profile considerably. Yari argued that till date all the support states have gotten from the Federal Government was in terms of bailout, deferred debts payment of one month and about 15% of the Excess Crude Account for development. He said since states provided a larger chunk of the resources that accrues to the federation account, it was only reasonable that they receive a larger percentage from the federation account. Yari also stated that debts owed the states since 2005, used by ex-President Olusegun Obasanjo as part of the money paid to Paris Club were still crippling the states. “Our meeting was centred on the economy, we deliberated amongst our colleagues and we passed our demands to the Federal Government to look at these demands per state. “You will agree with me that states are the landlords, we own the land and the people, so therefore the economy of this country lies in the state. Everything comes from the state, the oil, agricultural produce, mining and people are in the states while the Federal Government is in Abuja. “Therefore, if any state has any issues and is known to Mr. President, I doubt very much if he will be able to sleep with his two eyes closed. “We are closer to the people and have more challenges in the states, till date we have only received support from the Federal Government in terms of bailout, restructured debts and about 15 percent given to us from the Excess Crude Account for development. “All these are temporal measures. Each state has a programme; right from short, to mid, and long term, which we presented to Mr. President and he graciously accepted. “To develop IGR is not overnight, it is a long term programme that one has to plan for and our commitment to the people have increased and there is nothing we can do about it because people are getting their daily bread from us and we cannot say we are going to cut salaries and wages. “We have to find a lasting solution otherwise we would keep going back and forth because the plan you may have had for $100 per barrel and now that oil is selling for 28 and 31, you might find it difficult to achieve any thing, “the NGF Chairman added. President Buhari at the meeting, said he would explore modalities to make more funds available to them. According to the President, it was a matter of great concern that nearly two-thirds of states of the federation are still having difficulties with salary payments despite the bail-out funds provided to them by the Federal Government. To ameliorate the hardship being faced by affected workers, the President said that the Federal Government will expedite action on refunds due to them for the maintenance of federal roads and other expenses they must have incurred on its behalf. He said an inter-ministerial committee will be established to study a Fiscal Restructuring Plan for the Federation which will have the Vice President, Yemi Osinbajo and Minister of Power, Works and Housing, Babatunde Fashola as members of the committee. The President said that the committee will review the plan to improve the finances of state governments and make recommendations on how proposals in the plan should be dealt with by the Presidency, the Federal Executive Council and the National Assembly through legislation. Buhari equally told the governors to understand that while he was ready to do all within his powers to help the states overcome their current financial challenges, the Federal Government also has funding problems of its own to contend with. “You all know the problems we have found ourselves in. You have to bear with us,” he told them. However, indications from the governors’ Wednesday meeting, held ahead of the meeting with President Buhari showed that they might in the neat future begin to mount pressure on the Federal Government to share the remaining $3.2billion dollars in the Excess Crude Accounts. The state governments had only N299billion in the April allocations shared by the Federal Accounts Allocation Committee (FAAC), a development occasioned by dwindling oil price at the international market. These factors may have further plunged the Governors into dilemma of where to source funds to pay next month salaries. Recall that during the immediate past administration of President Goodluck Jonathan, the NGF then led by Bukola Saraki in 2008 instituted a lawsuit at the Supreme Court against the late Yar’adua government calling for the sharing of the $15billion ECA. But by the end of 2009 the money dropped from $15billion to $6.5billion, which Jonathan inherited and yielded to pressure by the governors’ forum to share in January 2010. The Governors met briefly again in Abuja, Wednesday night, where they gave indication that they were brainstorming on ways to diversify their respective state economies but would in the meantime require a short term solution to their problems. Chairman of the Nigerian Governors Forum, Abdulazeez Yari, shortly after the meeting, told State House correspondents that no conclusion had been reached on the matter yet. Yari who is also the Governor of Zamfara State said, “The meeting was about the economy. You know we are in a very bad situation and we need to come together and discuss intensively about this economy because it is what is now giving the states headache and by extension the Federal Government. “If you look carefully at this month’s federation account, it is the worst ever in the last six years. “So, definitely we had to come to a round table. We were elected under different party platforms to perform, not just to pay salaries and it is worse off not to be able to pay salaries. “So, the issue is very serious that we are coming back to discuss it and if we have the opportunity, we will come back to see our leader Mr. President.” On the bailout package which the Federal Government recently gave state governments to help in salary payments, Yari said beyond regular bail-out funds, the governors were more interested in permanent solutions to the economic problem. “Although we are discussing about diversification but you should understand that it is a long term programme. We are looking for a short term formula for you to live, at least survive before the long term. “So on diversification, we are looking at agriculture, which was supposed to be the major focus long time ago but was neglected by the past administrations. “Now that we found ourselves in this situation, we are working harder to diversify the economy and to look forward to a more permanent solution should in case oil goes out of existence but at the same time we have to look for a short term solution.” Ekiti State Governor, Ayodele Fayose, also confirmed that the meeting was about finding a lasting solution to the economic crisis. He said issues concerning the dwindling national economy ought to be seen and tackled as a concerted problem. Fayose however held a different opinion from Yari, saying past administrations never neglected agriculture as was alleged. He said, “That is subjective. Every leader at one time or the other must have done their best within the ambit of availability. “For me, every former President, every former leader had made their contributions and I commend them. The new people on the saddle of leadership must continue to give their best. “Before now, recession was in America and the West, now we have recession facing us. What we depend on as source of our revenue is dwindling. It is not the making of any man, it is another trend in our history that we have to deal with and we are doing just that. “We will do our best, we can only try our best, we have time and tenure.” Similarly, Akwa Ibom State Governor, Emmanuel Udom, said there was no one single meeting that could find a solution to all the economic issues. He said, “You convene and reconvene. Fidelity Bank: EFCC May Invite Peter Obi Over $115m ‘Transaction’

The Economic and Financial Crimes Commission (EFCC) may soon invite erstwhile governor of Anambra State, Peter Obi, over the $115 million allegedly received from former Minister of Petroleum Resources, Diezani Alison-Madueke, by Fidelity Bank.
But the anti-graft commission is reportedly seeking clarifications from his successor, Governor Willy Obiano.
Sources at the EFCC noted that during the build-up to the 2015 presidential election, Alison-Madueke invited Nnamdi Okonkwo, Managing Director, Fidelity Bnk, to help her handle some cash, which would be disbursed to electoral officials and groups.
Independent learnt that Okonkwo recently arrested by EFCC told his interrogators that he was under instructions from Obi, believed to be one of the owners of the bank, to go to Alison-Madueke’s residence in Abuja for a “financial transaction that could benefit the bank.”
A source at the EFCC told Independent the transaction of that magnitude couldn’t have been done without Obi’s influence.
Towards the tail end of his tenure, Obi defected to the People’s Democratic Party (PDP), and was part of former President Goodluck Jonathan’s campaign team. Investigators in the alleged $115 million money transfer are working under the theory that the said money could only be moved by a bank whose owner is close to the former president’s campaign team.
“Okonkwo told his interrogators that
he couldn’t have gone to Alison-Diezani’s place if the deal hadn’t been finalized by top players with connection to his bank,” said a source at the commission.
Independent learnt that the current governor of the state also made input in the transaction. Governor Obiano can’t be invited or arrested by EFCC because of his immunity as a governor. It was learnt, however, that representation has been made to the governor for clarification on the matter.
Wilson Uwujaren, head, Media and Publicity, however, feigned ignorance on this development. He told Independent that he is not yet aware of the new development in the investigation but promised to get back to Independent as soon as matters become clearer. He, however, said that the case is still under investigation.
“We may have to invite people, anybody, we feel might give insight into the matter,” he said.
Earlier in the week, the managing director of Fidelity Bank was arrested by the EFCC.
Okonkwo, Chief Executive Officer of Fidelity Bank, was reportedly picked up by the EFCC on Wednesday for allegedly receiving $115 million from Diezani Alison-Madueke.
The EFCC also arrested the bank’s Head of Operations, Mr. Martins Izuogbe, for his role in the alleged scam, which the anti-graft agency described as unprecedented.

South African father who murdered his four children sentenced to 52 years imprisonment

Lesiba Kekana, who pleaded guilty to murdering his four young sons in a fit of rage has been sentenced to 52 years imprisonment by the Limpopo High Court today, Friday April 29.
 
Handing down sentence today, Judge Joseph Raulinga said although Kekana pleaded guilty without wasting court time, and advanced "personal circumstances" the aggravating circumstances in the horror murders far outweigh these actions.
 
"What you did is catastrophic, although you are deserving life because you have the right to life still I must meet the wishes of the community," said Raulinga.
"The circumstances of the case don’t at all deserve that I should have mercy."
The 37-year-old man was convicted of murder of his four sons in September last year, and was also found guilty on an additional count of assault relating to an earlier attack on his wife Lorraine.
Kekana killed his sons Bokang, 13, Keneilwe, 10, Hlologelo, 6, and Lekgoledi, 4, at their home in Moletlane. Kekana told the court he cut his children’s throats after a bitter telephonic argument with their mother who was in Gauteng where she works.
"Mr Kekana had not only killed his children in a (horrific) manner, he has hurt his wife, the community of Moletlane, the people of South Africa," said Judge Raulinga.
The court said that Kekana had had ample time to heal from his claim that he was angry with his wife after he found a used condom at her house in Gauteng. Kekana claimed his wife admitted to cheating.
The allegations of cheating were not tested because Kekana’s wife, Lorraine, broke down at the beginning of her testimony during mitigation of sentence. She broke down after she related to the court how she could hear on the phone her husband killing the children one by one – she said she could hear their terrifying screams.
"The accused should not kill the children and come to court to be lenient while he was not lenient when he was killing the children." said State prosecutor Nozizwe Molepo.
Kekana’s legal representative, Desmond Nonyana, told the court that they intend appealing the sentence.

Nigerien in EFCC custody for ATM racketeering

The Economic and Financial Crimes Commission EFCC is currently investigating a case of ATM racketeering involving one Muhammadou Ibrahim who was arrested while on transit to China for carrying 130 ( one hundred and thirty) Automated Teller Machine, ATM Cards of two different Nigerian banks and a Chinese bank, concealed in a carton of Cherie instant noodles.

The suspect was nabbed at the Mallam Aminu Kano International Airport, Kano. Upon being interviewed, he claimed to be a Nigerien with passport No. 09PC71337, bearing Muhammadou Ibrahim. However, preliminary investigation revealed that Muhammadou is a businessman that deals in costume jewelry at the kasuwan kofar Wambai market in Kano.

The suspect will be charged to court as soon as investigation is concluded.

Hon Patrick Obahiagbon's describes the late Oba as a man of impeccable character

The Chief of Staff to Edo State Governor, Hon Patrick Obahiagbon, has described the late Oba of Benin, Omo N’ Oba Erediauwa, as a man of impeccable and impeachable character.
In a tribute to the late Oba, the former lawmaker said the late monarch always stood on the side of the people when confronted by the military and politicians.
He said: “You cannot gloss over the fact that Omo N’ Oba Erediauwa, Oba of Benin, was a man of impeccable and unimpeachable integrity with the resilience of a Royal salamander. In him you found a coruscating display of that apothegm which holds that noblesse oblige.

Navy arrests 10 oil thieves, kidnappers in Delta

Ten suspects, including one suspected kidnapper and nine oil thieves, were on Friday paraded by the Nigerian Navy Ship (NNS) Delta, in Warri, Delta State.
The Commander of the NNS Delta, Commodore Raimi Mohammed, who paraded the suspects, also displayed two Cotonou boats, containing a quantity of 195,000 litres of substance suspected to be illegally refined diesel, filled into 39 units of 5000 litre GP tanks.
The navy chief also displayed arms and ammunition, as well as speedboats retrieved from the locations where his men made the arrests.
According to him, while Tombra Obaila, a member of a five-man kidnapping gang, was arrested at about 17:30 hours on Wednesday, April 27, at Ndoro camp, Ekeremor Local Government Area of Bayelsa State, the nine suspected oil thieves were arrested at an undisclosed location.
“In line with the CNS strategic directives and the mandate of the Flag Officer Commanding the Central Naval Command, to rid the maritime environment of crude oil theft and other illegalities in the Central Naval Command’s area of responsibility, NNS Delta has continued on its aggressive patrols within its Area of operation to reduce kidnapping, sea robbery and hijacking among others to the barest minimum.
“In this regard, NNS Delta patrol team intercepted and arrested 10 suspects with two sea-going Cotonou boats, laden with a total of 39 X 5000 litres GP tanks containing products suspected to be illegally refined diesel. Other items recovered include a speedboat with 200 horsepower engine and 13 pumping machines. The speedboat was used for surveillance ahead of the Cotonou boats.
“In another development, a member of a suspected kidnap gang, Mr Tombra Obaila, is currently in our custody. The NNS Delta patrol team encountered the gang at about 1730 on 27 April, 2016, at Ndoro camp in Ekeremor LGA of Bayelsa state. The 5-man gang, in two speedboats, opened fire on sighting the NNS Delta patrol team. The team engaged the gang and overpowered it, forcing its members to run into the creeks, abandoning their boats and other items”, he said.
The recovered items from the gang included one FN rifle, its magazine and 57 rounds of 6.72mm live ammunition. Others were a locally-made gun, two AK47 empty magazines, 16 mobile phones, 2 face masks, 3 speedboat fuel lines, one 140 horsepower and one 90 horsepower boat engines.
On the controversy being generated over the recent confiscation of speedboats fitted with 200 and above horsepower engines, Mohammed said the Navy or government had not banned their use, but restricted them to lawful activities that could be verified by authorities.

Don't label every criminal as a fulani- Northern governors

The  19 Northern Governors have taken a strong exception to the branding of perpetrators of crimes around the country as Fulani.
The Governors, rising from a meeting in Kaduna yesterday, said inasmuch as they condemned the recent attacks by suspected herdsmen in Enugu and other parts of the country, it was out of place by anyone to label all criminals as Fulani
Chairman of the Northern States Governors Forum (NSGF) and Governor of Borno State, Alhaji Kashim Shettima, said it was an insult to consider criminals as Fulani.
He said: “We want to unequivocally condemn the recent killings in Enugu and other parts of the country. But we equally condemn the politicization or permit me, the ‘ethinicisation’ of the whole crisis,” the governor said.
“It goes beyond Fulani. If anything happens, they say Fulani herdsmen. To me, it is an insult.
“Kidnapping in this country originated in the Southeast, were they called Igbo kidnappers? We have a great national challenge and we want to call on all and sundry to come and let us solve our common challenges as a people, because the blood of paternity that binds us together supersedes whatever differences that might divide us.”
He also condemned the Agatu killings and  charged the media to avoid sensationalism and harp on issues that bind the Nigerians together.
Earlier, in his opening remarks, the NSGF Chairman said that Boko Haram insurgents who have been terrorising the Northeast in the last five years have been degraded.
He was however quick to note that, there are still pockets of bombings in the North-east which has been ravaged by the insurgency for more than five years.
The Governor also said that following their recent visit to the Islamic Development Bank, the bank has resolved to rebuild Northern Nigeria.
With this development, the Governor is calling for the rebuild of destroyed communities as well as total rehabilitation of affected persons who are currently seeking refuge at different camps across the country.
According to him, “in respect of the insurgency in the Northeast, I can confidently confirm that the insurgency has been irredeemably halted and the insurgents themselves completely subdued.
“What remains now are a few isolated pockets of suicide bombings which the recalcitrant remnants of the insurgents use as a last resort to attract attention and create unnecessary panic among the general population,” he stressed.
He then thanked President Buhari, gallant Military and other security agencies for fulfilling promise to bring the insurgency to a complete halt.
“This undoubtedly entails the reconstruction and rehabilitation of public institutions and structures such as Local Government Secretariats, Police Stations, Prisons, Hospitals and Clinics as well as schools, all of which were either partially or completely destroyed by the insurgents.” He said.
On the Islamic Development Bank’s plan, Governor Shetima said, “in our determined efforts to address these challenges in collaborative partnership with the Islamic Development Bank. You may recall that consequent upon a deliberate resolution of the Forum, I had the privilege to lead a top level delegation to the Headquarters of the Islamic Development Bank in Jedda Saudi Arabia, for special consultations with   the management of the Bank on  possible ways of attracting their   assistance in addressing some of the  core challenges we, as a region, are   facing.”

Blame former governors for economic woes- CAN chairman

The newly inaugurated chairman of the Christian Association of Nigeria (CAN) Kogi State chapter, Bishop John Ibenu has blamed the former governors who held sway in their various states while former President Goodluck Jonathan was in the saddle for the present economic predicament of the country.
Speaking after his inauguration in Lokoja recently, Ibenu said Nigerians should not blame Jonathan but those governors who through the Nigerian Governors’ Forum stopped Jonathan from his effort to save for the rainy day.
He said: “Some years back, the former President (Jonathan) said Nigeria should create Sovereign Wealth Fund and let money continue to be saved for the future as the money that was coming then would not continue. But some state governors and members of the Nigerian Governors’ Forum went to court to block that effort and the matter went to Supreme Court and they said it was illegal, so they collected everything and squandered; so, we are in it.”
He advised the current government to bend backwards and learn from the mistakes of the past administration of Jonathan for prosperity, saying the issue was beyond party affiliation as even in his church all other political party followers are represented.
On the bail out fund that Kogi State is yet to access to help cushion the effect of non-payment of salaries for some months, the Bishop berated President Buhari for reneging on his promise to be for nobody and but for everybody.
“Our president spoke to us on a promising note on the day he took over, May 29, 2015 that he belongs to everybody and belongs to nobody. He belongs to all Nigerians but so far, all the states are not equal. Some states got money, other states didn’t get.”

Why police cannot protect all citizens, says IGP


The Inspector General of Police, Mr. Solomon Arase, has said that the current number of policemen in Nigeria is far too inadequate to provide security to all Nigerians. He explained the size of the Nigeria police currently put at 305 policemen and women is not enough to guarantee the security of all segments of Nigeria.
Arase made this known yesterday while delivering a public lecture on the topic: “Police and Public Partnership in Prevention and Control of Violent Crime and Conflicts in Nigeria” at the Multi-Purpose Hall of the University of Jos.
The police boss stated that “the expectations of members of the public in Nigeria are many and varied and exceed the resources and support given to the police”, adding that “failures on the part of the police are easily observed and widely reported and condemned while achievements of the police are rarely recognized, applauded and rewarded.”
Arase explained that “police are in constant contact with dangerous persons and in dangerous situations,” even as he said “the Nigeria Police has remained steadfast to its responsibility of guaranteeing the safety of the lives and property of the citizens even at the risk of their own lives.”
Arase explained that between January 2014 and December last year, a total of 278 police officers paid the supreme sacrifice in the discharge of their statutory mandate in relation to enhancement of community peace and security, even as 194 others sustained varying degree of injuries.

Boko Haram: Adamawa women lauded for involvement in peace process

A Senior Research Fellow with Institute for Peace and Conflict Resolution (IPCR), Ms Grace Atim, has lauded the commitment of women in Adamawa to peace process following the return of normalcy after insurgency in the state.
She made the commendation in an interview with journalists on Friday in Yola on the sidelines of peace training.
Atim fielded questions as a resource person for the just concluded training on peace building for stakeholders in Adamawa organised by the IPCR in collaboration with UNHCR and Adamawa Government.
According to her, the participation of women in the peace project is impressive.
“The participation of women is high; when I engage them I realised that they are eager to be involved in the peace building process as enshrined in United Nations Convention,” Atim said.
She said 23 women were among the 50 Peace Volunteers so far selected after the three weeks peace building training in the three senatorial zones of the state.
The official said the women would act as mediators and change agents in their respective communities, among others.
Commenting on the training, a female trainee, Ms Maryam Abubakar of National Council for Women Society (NCWS), expressed satisfaction with women participation in peace building.
She promised that they were fully committed to the peace project. (NAN)

Double salary for ex-govs, count me out, says Ngige




Following the allegation that ex-governors are receiving double salary from their states, the former governor of Anambra State and Minister of Labour and Productivity, Dr. Chris Ngige has denied collecting any salary from his state as former governor. Speaking on the issue, Ngige said: “It is my considered opinion that I respond in the public interest to the issue of double emoluments to former state governors, which has drawn sustained media discourse, and no less negative reactions from a cross section of Nigerians.

“I am doing this being fully aware of the relevant sections of the law, public morality and the prevailing ethos of honest and transparent leadership, which the Federal Government of our great party led by Muhammadu Buhari is battling to enthrone.  It therefore becomes imperative for me to explain my own circumstance as I neither draw from nor have at any time drawn double emoluments, having been elected or appointed into public service positions at different times.

240,000 vehicles in Lagos not roadworthy, says official




Determined to ensure safety on Lagos roads, Lagos State Ministry of Transportation has outlined plans to ensure that vehicles plying the road are compliant with vehicle inspection regulations.
Lamenting the number of rickety vehicles in the metropolis, Commissioner for Transportation, Dr. Dayo Mobereola, at a press briefing heralding the bi-ennial safety Week, organised by the ministry, stated that out of the 45,037 vehicles apprehended in 2015, 8,012 (20 percent) were not road worthy.
This was extended to about 240,000, out of 1.2 million vehicles apprehended in the period under review.
Furthermore, he said a study revealed that while Africa has just two percent of the world’s vehicles, in contrast, 16 percent of global vehicular deaths are traceable to Africa with Nigeria and South Africa having the highest fatality rates of 33.7 percent and 31.9 percent per 100,000 population yearly.
The theme of the event, titled: “Unroadworthy Vehicles: Threat to life on Our Roads”, underscored the priority at which government attached to safety on the roads across the metropolis.

Oba of Benin re-unites with his aancestors

Anxiety In Benin, Markets Closed Over Oba’s transition
After several months of speculations about his whereabouts since he disappeared from public functions, the Palace of the Oba of Benin insisted that the Oba was indisposed and had gone to the Savannah.
But yesterday, the Iyase (Prime Minister) of Benin Kingdom, Chief Sam Igbe, announced the passage of the reverred monarch, HRM Omo N’Oba N’Edo Uku Akpolokpolo, Oba Erediauwa, saying he has gone to “re-unite with his ancestors.”
A day earlier, a meeting of all the Enigie in the kingdom, palace chiefs, Odionweres, ward leaders, market women and a cross-section of the of the people was called to observe an over 400 years old Benin tradition.
Igbe, who was accompanied by the Esogban of the kingdom, Chief David Edebiri, broke the news to the heir apparent and Edaiken N’Uselu, His Royal Highness, Eheneden Erediauwa, children and other members of the royal family, as well as the Enigies and large crowd of sympathisers, who thronged the palace, currently undergoing massive renovation and reconstruction.
There were traditional rites that heralded the solemn moment of announcement, including breaking of white chalk at the entrance of where the Oba sits when holding court outside the inner chambers and then at entrance gate into the palace.
The chiefs, in a procession-like manner, accompanied by a man carrying the traditional Akpoki (a round sacred stool-like box with cover at both ends and said to be containing some traditional items of high spiritual powers), trooped to the centre of the main entrance gate.
There, the Iyase of Benin made some traditional incantations and broke a big white chalk and announced to the hearing of all that the monarch had reunited with his ancestors.
An official statement by Igbe, which was made available to newsmen, stated that Oba Erediauwa has joined his ancestors.
He described the Oba as “the Prince of Peace” and prayed God to grant his soul eternal peace.
According to the statement: “As announced by the Iyase of Benin Kingdom, Osorhue Bunrun, Oba Erediauwa of Benin Kingdom, the Prince of Peace, Ebo, Ayenmwirhe, has reunited with his ancestors.”
“May he find perfect peace with God, Amen.”
The core chiefs of the inner chamber of the palace had, before the public announcement of the death of the Oba, held hours of closed door meeting with the Crown Prince, the Enigie and other elders of the royal family before they came out to break the news.
The late Oba was a former Federal Permanent Secretary before he ascended the throne in 1979.
In accordance with the Bini traditional mourning rites for a translated monarch, every male in the kingdom is expected to shave his head throughout the mourning period that may last for up to three months, while all markets in the kingdom are to remain closed for about seven days.
Explaining the announcement of the transition of the Oba and traditional aspect of the mourning, the Obadolagbonyi of Benin Kingdom, Chief Omon-Osagie Utetenegiabi,‎ said: “Yes, it is traditional. It is customary that when a sitting Oba becomes an ancestor, he translates to a greater glory.”
“The Oba of Benin does not die, because he is an institution; he mainly translates to a high glory as an ancestor.
“The news is first broken to his eldest son and the immediate family, which was done earlier today (yesterday). And the Iyase of Benin, as the highest-ranking chief, then breaks the news to the people of Kingdom and the world.”
“The Iyase is the traditional Prime Minister and the bridge between the people and the royalty and that is what he has done today.
“From today until the expiration of Emwinekhua, all Benin chiefs, all chiefs that have been entitled by the Oba to wear the round bead round their necks, which is two, will now wear one.”
“It is customary because when you see a chief wearing one bead, it shows that we are in a state of mourning.”
“After today (yesterday), we are awaiting further instructions on what to do.”
In his reaction, Governor Adams Oshiomhole described the monarch as a leader and father, who supported the administration of his government and development of the state.
A statement issued by the governor read: “Our hearts are heavy, laden with pains and grief, at the announcement of the passing on to glory of Omo N’Oba N’Edo Uku Akpolokpolo, Oba Erediauwa of Benin, our highly revered Oba, a distinguished Edo numero uno, an accomplished Nigerian, a seasoned bureaucrat, quintessential unifier, unique personage and exemplary Omo N’Oba, whose reign brought distinction, immense class, finesse and integrity to traditional institutions in Edo State and the country at large.
“His carriage comes with an élan that was peculiar with the reverence of royalty.”
“His uncommon courage was symbolic of the can-do spirit of the Edo mind.
“His unity of purpose was not in doubt, even as he used his revered position to promote constructive engagement amongst all shades of opinion and culture in Edo State.
“As a thorough-bred bureaucrat, rising to the pinnacle of his career as a federal permanent secretary, he understood the dynamics and intricacies of governance.”
He added: “He was the alternative voice to the many voiceless in our society, calling government attention to issues of development and transparent governance, without minding whose ox is gored.”
“He was brave, fearless, punchy and instructive in his verbal and written messages.
“To us at the Edo State Government, he was our strongest supporter, both in his uncommon faith in our ability and his readiness to offer uncommon advice to sharpen public discourse in our shared commitment to transform the state.
“It gladdens our heart, therefore, that our revered Oba was alive to witness the positive transformation of the state under his reign, and for standing with us through thick and thin in the course of making the Edo economy a treasure to behold.

“We are enveloped with a deep sense of nostalgia that our great Oba, a great-grandfather, grandfather, father, uncle and iconoclastic royal father of exemplary carriage and conduct, who sustained the dignity of the average Edo mind, has joined his ancestors.”
“We are, however, encouraged by the fact that another great son of the Great Benin Kingdom, HRH Edaiken N’Uselu, Crown Prince Eheneden Erediauwa, who is already showing manifest quintessential attributes of his great father, will step into his father’s big shoes.”
According to the governor: “Edo people will miss our iconoclastic royal father of the great Benin Kingdom.
“Nigerians and Nigeria will miss this great exemplar of a royal father, an Oba of distinction and integrity. Adieu until we meet to part no more.”
Expectedly, there was anxiety in markets and business centres across Benin City yesterday over the announcement of the demise of the monarch.
After the announcement in the palace, representatives of the place visited key traditional markets across the city numbering about 15 and they are expected to be closed to the public for the next seven days.
However, there was tension within the Benin Metropolis and adjoining towns following the announcement by the palace chiefs.
Many residents, including traders, market women, strangers and non-traditionalists were enveloped by fear and suddenly closed their shops over fear of traditional rituals which some fear might cost human heads.
The popular New Benin market and similar markets and business outlets within the City were forced to close down as against the normal closing hours of the day.
Traders and market women were hurriedly seen locking up their shops as rumours went about the town about the latest development.
The popular Oba Market was immediately shut few minutes after the announcement. Other markets closed included Ekiosa, Ekiowa, New Benin, Agbado, Ogiso, Edaikenan, Ogida, Oliha and Oguola

Budget: N’Assembly to return corrected details to Buhari Saturday

The reconciliation committee of the National Assembly on the 2016 budget may return the corrected details of the appropriation bill to President Muhammadu Buhari on Saturday (today), findings revealed on Friday.
The committee is chaired by the Deputy Speaker of the House of Representatives, Mr. Suleiman Lasun.
A second committee from the side of the executive is chaired by the Minister of Budget and National Planning, Udoma Udo Udoma.
Investigations by Saturday PUNCH revealed that the two committees would meet, fine-tune the details of the budget and forward it to Buhari possibly today.
The President and the leadership of the National Assembly had agreed to set up the committees after a brief meeting on Wednesday night in Abuja to reconcile the “grey areas” in the N6.06tn budget.
The Senate President, Dr. Bukola Saraki, and the Speaker of the House of Representatives, Mr. Yakubu Dogara, as well as the principal officers of both chambers attended the meeting, which was held at the Presidential Villa, Abuja.
Some senior officials of the National Assembly confided in Saturday PUNCH on Friday that the members of the Lasun committee worked all night on Thursday in a bid to speed up the reworking of the budget’s details.
“The Deputy Speaker and the other committee members slept at the secretariat on Thursday.
“They will likely sleep there today again (Friday) because their plan is to ensure that the budget details, as corrected, will reach Mr. President on Saturday,” one of the officials stated.
It was gathered that some members of the Senate and House Committees on Appropriations, which created the “distortions” in the first place, marveled at the work pace of the reconciliation committee.
Saturday PUNCH learnt that among the grey areas, which would now be deleted from the budget, were the N40bn lawmakers added to the original vote for zonal intervention projects.
Buhari initially proposed N60bn for the projects, but the lawmakers jacked it up to N100bn with an inflated N40bn.
Similarly, projects worth over N4bn, which the Chairman, House Committee on Appropriation, Mr. Abdulmumin Jibrin, allegedly earmarked for his constituency in Kano State without the knowledge of his colleagues, would be removed from the details.
Saturday PUNCH also gathered that Buhari opposed all cuts in his original projections that were up to 40 per cent.
A source said, “The President wants the original figures retained because he feels the cuts will affect the implementation of the projects the funds were meant to serve.
“Any cut that is up to 40 per cent will be reduced. Of course, this will still not affect the overall budget size of N6.06tn.
“What will happen is that we will juggle round the details and adjust the smaller figures but still retain the N6.06tn.
“Distortions that crept into the budget will be removed to get the document ready for Presidential assent hopefully by Tuesday, next week.”
The Chairman, House Committee on Media and Public Affairs, Mr. Abdulrazak Namdas, confirmed that it was the expectation of the National Assembly that the work would be “done with over the weekend.”
He added that the National Assembly hoped that the budget controversy would be resolved after May 1.

No proof Fulani herdsmen are foreigners –NIS

The Nigeria Immigration Service has said there is no evidence that the herdsmen wreaking havoc and killing farmers and villagers across the country are foreigners.
The NIS Public Relations Officer, Ekpedeme King, said the NIS does not profile people based on their ethnicity when coming into Nigeria.
He said, “There is no evidence that the herdsmen are foreigners and the immigration service doesn’t profile immigrants based on their ethnicity. So, the NIS cannot say whether the herdsmen are Nigerians or not because nobody has produced them for us to profile them.
“We are at the borders and we have not seen any herdsman coming into the country. We have our men at the borders and they are doing their job. So far, what we have heard is speculation that they are from foreign countries, but no one has profiled them to know their identities, but it is not impossible that they could be foreigners.”
He averred that it is the responsibility of port health officials to check immigrants with animals to certify the health of their cattle.
King said, “We don’t ask if they (immigrants) are herdsmen or not and we don’t see people coming in with cattle. We have not received reports of people coming in with cattle. When you see someone coming in with animals, we have relevant agencies to check the state of the animals. If you are importing or exporting animals, like in other countries, the port health officials are in charge of that.”
He, however, said the NIS lacked the capacity to man the 1,400 illegal routes in Nigeria.
King said, “There are over 1,400 illegal routes, but the border patrol guards cannot be posted to the illegal routes because they are illegal, you cannot post an official to go and work at a place that is declared illegal, those places are not recognised as border posts, but the border guards patrol the periphery of the borders and prevent illegal people from coming in.
“We have patrol bases, the guards patrol from one base to the other. So, what we do is that we patrol the border areas, the government approved border bases for us.”
However, the Federal Government has said that it will collaborate with the neighbouring countries to contain the needless violence by the rampaging Fulani herdsmen.
The government said it would consolidate on its existing cordial relationship with Niger Republic, Chad, and Cameroon to curb the influx of herdsmen and other violent elements into Nigeria and improve security around the nation’s borders.
Spokesperson for the Ministry of Foreign Affairs, Mr. Bolaji Akinremi, said Nigeria has a working relationship with the neighbouring countries on regional security of lives and properties.
“Of course, we have a cordial relationship with our neighbours and a robust partnership on security and this issue (herdsmen attacks) is a security challenge which the partnership will take cognizance of,” Akinremi said.
Nigeria, Cameroon, Chad, Niger and Republic of Benin had on June 11, 2015 formed a military coalition to fight Boko Haram.
The force, which was established with a budget of $30m, comprises of 8,700 troops from the five countries.
Some Fulani herdsmen on Monday attacked a community in the Uzo-Uwani area of Enugu State and killed no fewer than 48 persons.
The herdsmen were said to have attacked the community despite an earlier intelligence report that the attackers were lurking around and the pledge by the police to prevent the attack.
The Acting Director, Defence Information, Brig.-Gen. Rabe Abubakar, confirmed the Federal Government’s intention to tackle the herdsmen rampage.
Abubakar told one of our correspondents on Thursday in Abuja that with the plans being put in place by the military, the threat posed by the herdsmen would be drastically reduced.
On the issue that some Boko Haram members escaping from the military bombardment in the North-East could be involved in the killings by herdsmen, the military spokesperson said such insurgents had always been apprehended in collaboration with the security agencies.
Abubakar said, “While one will not divorce it (herdsmen rampage) completely from the Boko Haram, the military and the security agencies will continue to synergise to arrest such people.”
He vowed that the military would do everything to contain the reprehensible killings by the herdsmen and ensure that those behind it are prosecuted.
Abubakar stressed that the issue of the security of lives and property was a responsibility of the Armed Forces, adding that  the security agencies would not condone such criminal conducts from the herdsmen and other criminal gangs.
There have been insinuations that the marauding herdsmen are aliens and not Nigerians. But Abubakar claimed that the herdsmen could be foreigners.
He explained that while the issue of people coming into the country to carry out the heinous acts could not be completely ruled out because of the nation’s porous borders, the relevant security agencies were doing their best.
Meanwhile, the National Emergency Management Agency on Friday said that residents of Ukpabi Nimbo village in Enugu State had deserted their community following Monday’s attack.
NEMA said its personnel had begun on-the-spot assessment of the destruction carried out in the community by the herdsmen.
A NEMA Senior Information Officer, Mr. Sani Datti, told one of our correspondents that the agency’s officials were deployed in the community immediately after the attack.
He said, “Our men are there. They went, they conducted assessment and visited the victims. The way we handle cases of this sort is that we conduct on-the-spot assessment in order to know what to report, in case there is the need for greater attention.
“Don’t forget that NEMA has a zonal office in Enugu and because of the proximity, we were able to mobilise to the location immediately. Most of the time, we have situations of that sort and we carry out on-the-spot assessment for immediate assistance.”
However, security experts on Friday spoke on the need by the Federal Government to muster the political will to tackle the recurring attacks by the Fulani herdsmen on farmers and their host communities.
A former Director of Procurement in the Defence Headquarters, Brig.-Gen. Ayodele Ojo (retd.), urged the Federal Government to unravel the cause of violence between the herdsmen and their host communities for lasting solution.
He said, “While removal or redeployment of the Enugu State Commissioner of Police will not bring solution to the violence in the state, what I think should be done is to find out why the security agencies failed to prevent the attack after receiving information that the herdsmen were lurking around.
“If it is established that there is any negligence on their part, then those responsible should be punished. The Federal Government also needs to unravel the root cause of the frequent clashes between the herdsmen and their host communities.”
But, a former Commissioner of Police in Lagos State, Mr. Abubakar Tsav, said it was too harsh to call for the removal of the Enugu State police boss because it had yet to be established that herdsmen were responsible for the killings.
He said, “If you listen or read the statement of the police in Enugu State, they said the people who came to attack the community were hoodlums, not herdsmen. And people were killed with machetes, not with guns.
“So, the police have yet to clarify whether it was Fulani herdsmen that carried out the killings or hoodlums. If the police were aware that the attack would happen, they knew that it was their responsibility to send security personnel to protect the area. The next thing is to investigate the incident before calling for necessary action.”
Like Ojo, Tsav asked the government to find out why the Fulani herdsmen suddenly find interest in killing their hosts with who they had been living peacefully in the past.
He said, “The issue is that the Fulani have lived peacefully with their hosts for many years in the past and there was no communal violence between them. The question to ask is why is the violence happening now? The best the Federal Government can do is hold an inquiry involving the whole country to find out why this is happening and proffers solution.
“But if you just say create ranches and prevent Fulani herdsmen from going about, this may not work because moving about has become part and parcel of their lives. The government should find out why this was not happening before and why it is happening now. It is when we know the causes of this problem that we can proffer solution to it.
“For now, if you send soldiers and the police to kill them, it will also not work because the Fulani people are united and assuming that one of them is killed and the rest organise a reprisal, what do you think will happen? The Fulani have the right to rear their cattle, but they have no right to destroy people’s farms and they have no right to kill anybody.”
The Secretary, Lagos State chapter of American Society of Industrial Security, Prof. Femi Adegbulu, said it was embarrassing that the herdsmen still struck despite an earlier report indicating that the attackers were around.
He, however, blamed the incident on what he described as the police weakness.
Adegbulu said, “The first question we should ask ourselves is that the herdsmen, who are now armed to the teeth, what is their strength vis-a-vis the police who are to prevent them from attacking?
“The police will always tell you that they are on top of the situation; they will never tell you their weaknesses. They will never tell anyone that the Fulani herdsmen possess more sophisticated arms than them. But when the crimes are being committed or the attacks are being carried out, you will not see any policeman at the scene to prevent them because they know that the herdsmen have more sophisticated weapons than they have.
“Are we saying that there were no police in Benue State when the herdsmen moved there to kill people? Are we saying that the police were not in Benue State when the herdsmen killed the locals? If the police were there when the herdsmen were perpetrating the attacks, it meant the police took cover because they knew they could not overpower the herdsmen. The time to stem this is now; otherwise I keep saying it that it will be difficult to contain them.”
