Buhari’s one year better than PDP’s 16 years –Sen Kabiru Gaya

IT has become a tradition in this part of the world for governments at all levels to give account of their stewardship after the first one year in office. The story may not be so much different for the administration of President Muhammadu Buhari.
Ahead of the annual ritual, Senator Kabiru Ibrahim Gaya, representing Kano South constituency on the platform of the All Progressive Congress (APC), gave the President a pat on the back for doing tremendously well in terms of laying foundation for a new Nigeria in this interview.
He, however, urged Nigerians to give the new government a little more time for its efforts to come into full fruition. Excerpts.
Some stakeholders have getting increasingly worried over the state of the nation’s economy, especially the lingering crisis in the power and petroleum sectors. Are they expecting too much from President Muhammadu Buhari whose administration is just barely one year in office?
People tend to forget things easily. They are unnecessarily being impatient with the new government, forgetting the rot left behind by the previous administration. The Peoples Democratic Party (PDP) was in power for 16 years. What did they fix? Do they expect Buhari to do miracle in one year? PDP spent 16 years, they could not fix power. Instead, they destroyed it. They gave contract out for the Independent Power Project; released money in billions of dollar without contractors moving to site. After many years, the National Assembly went in to investigate and discovered that they took money but they could not even go to site. They deliberately siphoned the Nigerian fund. And now that President Buahri has come in, he has to look for a way out. His main preoccupation now is how to recover the stolen money and also what to do to correct the wrongs of the past. So, the one year of his administration is to first of all restore peace and then move forward. Don’t forget, the issue of insecurity was at its worst stage during the tenure of the PDP. In Kano here, we lost about 500 people on one black Friday. But now, people can walk freely in Nigeria.
The issue of bomb blasts here and there is not peculiar to Nigeria, it is international. All over the world, there is bomb blast. Let me just simply say that Buhari has done tremendously well in one year better than sixteen years of PDP. And I can assure you, two years of the Buhari administration will be over 16 years of PDP. The 16 years of PDP was a mess. The Buhari administration is doing very well and Nigerians should continue to work with him and support him. Definitely, they will see positive change with this government. You don’t expect to get change in one day or in one year. But in the next one year after this budget, you will see progress. This government is sincere and committed to make a change in the lives of the ordinary Nigerian and I believe we will get there.
Already, you could see that the image of Nigeria has changed significantly. Look at when President Buhari went to the United States of America, how he was received, where was hosted and so on. He was in London and we saw how the Queen received him. Everywhere he went, he was received with honour. He was in Saudi Arabia, he was well honoured. Everywhere he went, he was the pride of the country because he is seen as an honest man. God has given him a good name for being honest, sincere and incorruptible. Therefore, the PDP which has failed us in its 16 years in power should not start criticizing this government which has just started. I believe this government will surpass 16 years of PDP rule Insha Allah.
You spoke glowingly about the president’s travels and what Nigeria has gained from it. But this is one area some people have a different opinion. Some of his critics believe that he needs to stay more at home to face the challenge of governance than spending time and resources canvassing for support. Don’t you think so?
You see, there are so many things people don’t understand. If it is in the interest of the country that the president travels, well and good for the country. You remember when Obasanjo was travelling all over the world. What did he make out of it? But Buhari has recovered stolen money as a result of his travels. Besides, the image of the country has improved. For whatever it is, President Buhari is not the kind of person who likes travelling. But he has to travel because the interest of the country is at stake. For every trip he does, he brings benefits to Nigeria. It is in the interest of Nigeria he has been travelling and I am sure we are going to continue to reap out of his trips. He is not the only person in power. If he is not around, people are there working.
We have now just worked on the budget and you could see how the budget was padded. President Buhari has to remove some directors from the budget office. We have to thank the leadership of the National Assembly, Senator Bukola Saraki, who is the president of the Senate, Hon Yakubu Dogara, the Speaker of the House of Representatives, and also the Chairman of Appropriation Committee, Senator Danjuma Goje as well as Chairman, Appropriation Committee of the House of Representatives. All the chairmen of committees of the National Assembly have done the best they could to pass the budget. This is the first time we are having a budget in which we reduced money from what the Federal Government brought. There were lots of duplications and we returned those monies back to the treasury so that we don’t take loan to fund the budget. So, we are committed to a better Nigeria for a better tomorrow by God’s grace.
The president recently disclosed that about three trillion naira was realized through the implementation of the Treasury Singe Account. But you recall that some members of the National Assembly were not totally in support of that initiative. Is the parliament now on the same page with the president on this initiative?
You remember I was a member of the 6th and 7th Senate and I am still a member of the 8th National Assembly. During the 7th Senate, we were able to do a probe of the pension scam. I was a co-chair of that committee. During that investigation, we were able to discover N195 billion stocked in accounts of various Departments, Agencies and Ministries (MDAs) for pension and they were not using those monies. These are kinds of money that form part of the TSA and it is a welcome idea. It is an excellent idea. Now, we can use money we have to achieve what we want. Let me also explain to you that there are three arms of government -the executive, judiciary and legislature.
All these arms are independent. What we are saying is that money belonging to the judiciary should go to the judiciary on first line charge. The money for the National Assembly too should go to the National Assembly on first line charge.
So, we have no problem with TSA, we are committed to accountability. I commend President Buhari for being tough on this measure. You remember when people were calling for devaluation of naira, he refused to devalue the naira. He said, ‘why should we devalue the naira? If we are exporting goods outside, we can reduce the value of our money so that people can buy plenty from us. But when we are the one importing, what is the purpose of devaluing our money?’ The idea of Mr. President is excellent. It is now left to the Central Bank of Nigeria (CBN) and all the people in charge of finance to ensure the success of these measures.
How would you react to the statement by the National Leader of the APC criticing the Minister of State for Petroleum, Ibe kachikwu, over the issue of lingering fuel scarcity, saying he is not a magician?
Let me congratulate Asiwaju Bola Tinubu for being 64 years old. Quite honestly, at his age, he has achieved a lot. He has achieved a lot as a leader. He is one of the people I recognize that made it possible for APC to win the last elections. For a minister to say that he cannot do a miracle is uncalled for. We cannot expect him to do a miracle. But he is there because he is a professional. You can’t take me as an architect to go and be a minister of petroleum. I don’t know how to do it. But he’s been in the profession for some time.
So, it is left to him to find a way out. The issue of talking about miracle is a wrong one, it is unwarranted and unprofessional. Maybe he was misquoted by the press. But if he did make that statement, I think it is wrong for him to say that. President Buhari trusted him that is why he put him there and gave him two positions to hold. He is the GMD of NNPC, the minister of state and even the supervising minister. So, he is having three caps. Most of the times, he takes decision. We don’t want miracle. We want him to work hard. If he cannot do it, let him pray to God to guide him. Certainly, it is his business to bring this fuel scarcity to an end.
But some observers have interpreted Asiwaju’s reaction as a mark of crack in the APC. Isn’t it?
No, there is no crack in APC. You know Tinubu is a frank man. He is one person who is frank to the core. What he said was honest and sincere. Tinubu is not a young man to be afraid of telling the truth. He said what he said with honesty and sincerity. I am sure the minister was being misquoted. There is no miracle in the running of administration of any government. It is either you do well because you are a professional or you mess up. I think he is a professional, that is why President Buhari trusted him and gave him that position. So, I wish him well. But let him not use miracle. Let him use professionals around him to solve the problem of Nigeria in terms of fuel supply and distribution.

Okorocha Urges Aspiring Political Office Holders To Initiate Life Changing Projects

The Imo State Governor, Mr Rochas Okorocha, has urged all aspiring political office holders in the state to endeavour to identify with the grassroots and initiate projects and/or programmes that will touch the lives of people in the grassroots.
The Governor made this call while commissioning the last of the series of the Nneoma Skills Acquisition and Empowerment Centre at Ihitte Uboma Local Government Area of Imo State.
The Governor said every political or elective office has an expiring date and as such, the positive impact made in many people’s lives through positive programmes and policies will be the legacy holders of such offices will be remembered for.
Governor Okorocha further noted that the establishment of the skills acquisition and empowerment centre by the Office of the First Lady is in line with his campaign promise of creating employment, industries and factories in the state.
Chairman of the occasion, Senator Ifeanyi Ararume, commended the APC-led administration in the state for the project, adding that it will go a long way to tackle the issue of unemployment in the state.
He urged the people of the state to support the APC-led administration, at federal and state level, to continue to deliver the dividends of democracy to the people.
The Nneoma Skills Acquisition and Economic Empowerment Centre is meant to give 3 to 6 months free training on vocational skills such as fashion designing, cosmetology, photography, catering, hair dressing and computer training with a certificate affiliated to the Imo State Polytechnic.

LMC bans Ifeanyi Ubah for assaulting player

The League Management Company on Thursday placed a 10-match ban on the proprietor of FC IfeanyiUbah, Dr. Ifeanyi Ubah, for assaulting Heartland goalkeeper, Ebere Obi, after their Week 8 league match, which IfeanyiUbah won 1-0.
The league body in an earlier statement only reprimanded Ubah for fuelling the crowd disturbance that happened after the match. But in a later decision, which the LMC said was taken after the examination of video evidence from the match, Ubah was banned and fined the sum of N2.5m.
The body however allowed the oil magnate a 48-hour grace to appeal the decision.
The LMC wrote on Twitter on Thursday, “In the light of new video evidence emerging from the FC Ifeanyiubah v Heartland match, a review of sanctions meted out earlier will be done.
“Chief Ifeanyi Ubah, proprietor of FC IfeanyiUbah, is suspended from all #NPFL match venues for the next 10 matches. He has now been fined N2.5m because LMC found him guilty of encroaching field of play & assaulting Heartland player Ebere Obi.
“The fabled billionaire is expected to offer a letter of apology & an undertaking to be a good ambassador of the #NPFL. The LMC further bans all self-procured security services other than those sanctioned by the LMC from all #NPFL match venues henceforth.
“Four of the 10-match #NPFL ban is suspended for a probationary period till the end of the season. Ubah has up till 5pm on Saturday to appeal this decision if he objects the ruling.”
The LMC also sanctioned FC IfeanyiUbah for their failure to control their fans during the match.
LMC stated, “FC IfeanyiUbah was charged for the encroachment of their supporters on the technical area immediately after the match against Heartland. The club was also charged for failure to ensure adequate security, crowd control and access to unauthorised persons to restricted areas.
“FC IfeanyiUbah was accordingly fined N500, 000 on each of the two breaches and allowed 48 hours to appeal the ruling in writing to appear before a commission or submit to the decision of the LMC.

Iheanacho, Iwobi, others can lift Eagles again — Taribo, Lawal

As the Super Eagles settle down to the fact that they won’t feature in the Gabon 2017 Africa Cup of Nations, two ex-internationals, Taribo West and Garba Lawal, have said the next step should be the rebuilding of the team with young players such as Manchester City’s Kelechi Iheanacho, Arsenal’s Alex Iwobi and KAA Gent’s Moses Simon.
After drawing 1-1 in Kaduna and losing 1-0 in Alexandria, the Eagles now have one last game with Tanzania in September, which would not matter.
West told our correspondent that the Eagles lost the AFCON ticket in the first game in Kaduna and noted that the Egyptians were not better  than the Eagles in both legs but agreed that they were more aggressive and more eager to win.
“In my opinion, our boys didn’t play like they wanted to win. They played to instruction; they were tactically good, but they also carelessly conceded goals. The Eagles didn’t do well,” he said.
“The only thing that made me happy with the team was the rebuilding. I was happy that the young players, who came into the team newly, were able to play together with the likes of Mikel Obi. If you watched the second leg, you’ll see that Mikel’s experience showed.
“At this moment, we should start talking about rebuilding for the future. Most of our younger players that won the 2013 FIFA U-17 World Cup in UAE and some of the U-23 players are good. We should be able to merge the two teams and get a team that will make us proud.”

On his part, Lawal said rebuilding the Eagles with focus on the young players in the team that played against Egypt over the two legs, should be the focus.
He added that the boys tried their best in the games against Egypt but it wasn’t enough.
Lawal said, “We have to focus on preparing for the Russia 2018 World Cup qualifiers coming up later this year. I believe it is going to be tougher than the AFCON qualifiers.
“Iwobi, Iheanacho, Simon and the other young players that played those two games were fantastic. The way they played made me confident about the future of the Eagles. The important thing now is for them to be consistent and committed. The key is being injury-free. When you are lucky to go through your career without a major injury, then that is great. I hope they will continue this way.
“They are young and of course they are the future of the Eagles. Playing time is also important. If you play every week, you will attain maturity quicker. I believe we should rebuild our team with these players in the core of it. There are others we can add to them. A player like Isaac Success is good. He is playing regularly for his club, Granada, in La Liga. There are a couple of others.”
Regarding the need to inspire the young players to be more committed to the national team, West said there was the need to treat the older players well, particularly when they are about to retire.
“The way Vincent Enyeama retired was very bad. It is only in a system like Nigeria you get that. Enyeama should be retired with a lot of honour and respect. I think Samson Siasia should try and get Enyeama back and let him retire with honour, so that the younger players will see a good future in playing for the national team,” the former Eagles defender said.
“They retired the generation of Segun Odegbami anyhow; they did it to our generation, now they are doing it to this generation. Imagine if I wasn’t a pastor, what would I have done? The system didn’t give me any future. If the present generation do not see any future in representing Nigeria, they will not go all out to play and die for the nation.
“We do well in the age-grade competitions because the players see it as an opportunity to make a future for themselves. But when they come to play at the senior level, they will not want to risk their career because if they get injured representing Nigeria, the country will abandon them. I hope the injury Oghenekaro Etebo picked up during the Egypt game is not very bad. Because I fear that the people in the Nigeria Football Federation may abandon him.
“Two years ago, I had to fight for Ogenyi Onazi and Elderson Echiejile, who were injured at the World Cup. I spoke with the then Director-General of the National Sports Commission, Gbenga Elegbeleye, and told him that he had to do something for those players. I think he eventually got the then President, Goodluck Jonathan, to call them and I think they got help somehow.”
West, however, said the Eagles defence did well against Egypt but failed to concentrate to the end and therefore conceded cheap goals.

Bank customers lost N2.25bn to fraudsters in 2015– CBN

Bank customers lost the sum of N2.25bn to fraudsters in 2015 despite a significant fall in the value of financial frauds recorded last year, data from the Central Bank of Nigeria and the Nigeria Inter-Bank Settlement System Plc showed.
In 2014, fraudsters made 1,461 attempts to steal N7.8bn, but succeeded in stealing N6.2bn.
The NIBSS and the CBN gave the statistics at the Cybersecurity and Banking Fraud Summit 2016 held in Lagos.
The summit was organised by Maxut Consulting in collaboration with Vasco, an online authentication firm from Europe.
The Head, Industry and Security Service, NIBSS, Mr. Femi Fadairo, said, “Though there were 10, 743 attempts to steal N4.3bn, only about N2.25bn was eventually stolen from Nigerians by fraudsters last year (2015).
“Between 2014 and 2015, the financial sector recorded 63.7 per cent reduction in actual fraud losses. More fraud cases were reported by the banks in 2015 compared to 2014.”
Fadairo said that the Automated Teller Machine was more vulnerable to frauds in 2015 and would even be the most targeted platform in 2016.
He said the fraud volume through the ATM in 2015 was 5,133 and valued at N355, 892, 201.30.
“Point of Sales had 1,853 volume, valued at N63, 533, 467.48; Internet banking volume was 727 and valued at N263, 995, 257.70; web volume was 1,463 and valued at N173, 472, 360.60; cheque in terms of volume had 40 valued at N167, 413, 696, among others,” he added.
The Managing Director, NIBSS, Mr. Ade Shonubi, had earlier called for collaboration among financial and relevant institutions in checking such fraud cases in the future.
“While we work on collaborations, we should also consider the need to rewrite certain level of risks. This can only be achieved if we begin to pay the customer for a losss,” Shonubi added.
The Director, Banking and Payments Systems, CBN, Mr. Dipo Fatokun, said that the central bank had remained in the forefront of ensuring that banking security was not upended.
“This resonates firmly with one of the bank’s core mandates, which is, ‘To promote a sound financial system in Nigeria’. This we have achieved with the Nigeria electronic Fraud Forum,” he said.
An assistant director at the CBN, Mr. Sola Agboola, represented Fatokun.
He said that NeFF had also continued in its collaborative efforts aimed at cementing its relationship with law enforcement agencies through a visit to the Inspector General of Police, Mr. Solomon Arase.
Fatokun said, “The visit received a huge boost when the Inspector General of Police ordered the immediate establishment of dedicated e-Payment and Card Crime Unit in the Nigeria Police at the request of the bank.
“In the same vein, the Chief Justice of Nigeria was visited by the forum in 2015. This visit also strengthened the forum’s relationship with the judiciary. At the meeting, the chief justice affirmed his commitment to the objectives of the forum.”
The CBN director noted that the proposed Nigerian Risk Information Centre, aimed at reducing bank-related frauds through effective public-private partnerships, was first mooted at NeFF.
“This proposal is currently receiving management’s attention to come to life,” he added.

Ebola returns to Liberia months after nation declared free of virus

Two months after Liberia was declared free of Ebola, three confirmed cases of the deadly disease have emerged in the West African nation.
The nation's health ministry said a new case was confirmed Thursday, when blood samples from a patient admitted in a hospital the same week tested positive.
Two other high-risk contacts also tested positive, and all three are undergoing care at an Ebola treatment center in the capital of Monrovia, the health ministry said in a statement.
More than 40 contacts are being monitored, said Margaret Ann Harris, a spokeswoman for the World Health Organization.
"It is possible that we will find more cases," said Dr. Bernice Dahn, Liberia's' health minister. "The key is to stop it, find the source, and prevent the next one."
Liberia was first declared Ebola-free in May, but new cases later emerged.
Following another period of 42 days, two times the maximum incubation period, the WHO announced in September that Liberia was Ebola-free for the second time.
Dahn said despite the setback, she's optimistic her nation will win the fight against Ebola.
"We must not lose hope and continue the practices we used to beat Ebola before," she said. "We can win this battle again."
With 4,808 deaths from Ebola, Liberia has the highest number of fatalities from the outbreak, followed by Sierra Leone and Guinea.
More than 11,300 people died from the disease and 28,600 others were infected, mostly in the three countries, according to the latest WHO data.

Rivers Re-run: INEC did not disqualify PDP candidate – REC

The Independent National Electoral Commission (INEC) said on Friday that it did not disqualify, Mr Tonye Alalibo, PDP candidate for Akuku-Toru Constituency 11, from participating in re-run election in Rivers.

The Resident Electoral Commissioner in the state, Mr Aniedi Ikoiwak, told the News Agency of Nigeria (NAN) in Port Harcourt that judgment of election tribunal and Court of Appeal excluded the party and its candidate from participating in the election.

NAN recalls that the All Progressives Congress candidate, Mr Fredrick Anabraba, won the election for the constituency with 2,970 votes.

Ikoiwak explained that two days to the re-run, the commission wrote to the state chapter of PDP informing it that the party and its candidate had been excluded in the election.

“The decision was taken by the commission in compliance with the judgment of the tribunal and that of the Court of Appeal,” he said.

The commissioner said insinuations that the commission deliberately disqualified the candidate was false and baseless.

He said the courts took the decision and INEC complied.

Ikoiwak said the commission would fix a date for repeat election in the eight local government areas where the exercise was cancelled due to irregularities.

Fayose condemns arrest of 76 Igbo over protest against herdsmen

Ekiti State Governor, Mr Ayodele Fayose, has condemned the arrest of 76 Igbo villagers from Ugwuneshi Autonomous community, Awgu Local Government Area of Enugu State, following a clash between the natives and Fulani herdsmen, saying that, “It has gotten to a level that lovers of peace in Nigeria must speak out on this keg of gun powder which the threat that the Fulani herdsmen has become.”
No fewer than 76 men from the Ugwuneshi Autonomous Community were, last Thursday, arrested and whisked away by “men in military uniform” after they protested the continued destruction of their crops and farmlands by Fulani herdsmen and their cattle who settled in the area without permission.
Reacting to the alleged arrest, Fayose, who spoke through his Special Assistant on Public Communications and New Media, Lere Olayinka, said President Mohammadu Buhari should address the killing of Nigerians and destruction of farmlands by the Fulani herdsmen.
Fayose, who called for an immediate and unconditional release of the 76 Igbo villagers, said that the President Mohammadu Buhari’s All Progressives Congress (APC) federal government must not give impression that the Fulani herdsmen were lords in other people’s lands.
Governor Fayose said the Fulani herdsmen were giving impression that they now own Nigeria and could perpetrate any crime and get away with it.
He said;  “It is worrisome that the Fulani herdsmen that killed over 400 Agatus in Benue State, raped women and destroyed farmlands in the North Central, South West and South South zones of Nigeria are walking the streets free, while Igbo people, who opted to defend their sources of livelihood are languishing in detention.
“Are they saying that those Igbo villagers do not have rights to defend their farmlands from further destruction by the Fulani herdsmen, when the president who should defend them is keeping silent?
“These people must be released by whichever security agency of the federal government that is holding them, because Nigerians don’t deserve to be treated like slaves in their own house.”

Lagos denies cancellation of monthly sanitation

The Lagos State Government has clarified reports making rounds on social media that the monthly environmental sanitation  has been outlawed, saying that the policy on the monthly exercise had not been reviewed for now.
In a statement signed by the Commissioner for Information and Strategy, Mr. Steve Ayorinde, the government said the erroneous story which was attributed to the State’s Commissioner for the Environment, Dr. Babatunde Adejare, was inaccurate.
Ayorinde said that Adejare was misquoted when he indicated that the restriction of movement may be dispensed with; he did not, in any way, suggest that the monthly sanitation had been outlawed.
Ayorinde said, “While Dr. Adejare did meet with journalists today and indicated that the restriction of movement every last Saturday of the month would ultimately be dispensed with, he did not say the monthly sanitation exercise would no longer hold in Lagos.
“The last two sanitation exercises could not hold due to the JAMB examination in February and the Easter celebration in March. Nevertheless, the Lagos State Government has always encouraged residents to clean their environment and observe hygienic behaviour, without necessarily having to shut the state down.
“It is the wish of Lagos State government to ensure that every part of the state is clean with wastes properly disposed of.”

Anambra PDP: Factional candidates protest at INEC, EU office
    Demand Certificates of Return

AGGRIEVED members of the Peoples Democratic Party (PDP) from Anambra State, yesterday stormed the national secretariat of the Independent National Electoral Commission (INEC) to demand certificates of return.
The protesters expressed regret that INEC has refused to comply with a court judgment which asked the commission to issue them Certificates of Return.
Anthony Offiah led other protesters who include Emmanuel Nweke; Benedict Obaze, Charles Odedo and Princess Ifeyinwa Anazonwu, Uchenna Obi, Ejike Nwene and Julius Oforma.
Addressing newsmen on behalf of his colleagues, Offiah recalled that on December 5, 2015 a Federal High Court presided over by Justice E.S Chukwu gave a judgment in their favour which ordered PDP and INEC to “recognise and deal with our party chairman and his executive in all matters pertaining to elections in the state as contained in the party’s constitution.”
According to him, “only the list of candidates that emanated from the party’s primaries in which this executive participated in must be recognised by both PDP and INEC.”
He further declared that the electoral body, in compliance with the judgment monitored the primaries that produced them as candidates and they were ultimately declared as flag bearers.
The protesters, who stormed INEC office as early as 9:00am and later staged similar protest at the secretariat of the European Union said INEC showed its bias by seeking clarification over a Supreme Court ruling which set aside an Appeal Court ruling which had earlier upturned a Federal High Court ruling.
They expressed concern that their seats were being occupied illegally.
Offiah declared that several letters written to INEC to give them certificates of return after the Supreme Court struck out INEC’s suit to seek clarification, fell on deaf ears.
“We entreat the chairman of INEC to comply with the decision of the Supreme Court which restored the Federal High Court judgment and ordered INEC to issue us our certificates of return.
“We are the beneficiaries of this judgment of the Federal High Court which has now been affirmed by the Supreme Court.
“Our appeal at the Supreme Court was decided on January 29, 2016 and the appeal succeeded, setting aside the decision of the Court of Appeal and upholding the judgment of the Federal High Court.
“We wrote INEC requesting them to comply with the decision of the Supreme Court that upheld the earlier judgment of the Federal High Court which brought our names in.
At the INEC office, two assistant directors, who met the protesters, appealed to them for calm and assured them that their requests would be conveyed to the leadership of the commission.
At the European Union (EU) office in Abuja, the protesters pleaded with the international organisation to intervene on the alleged INEC’s refusal to give them certificates of return.
